The Korean PRT End of Mission Ceremony

Good Afternoon, Salam Walekum,

Governor of Parwan Province Abdul Basir Salangi,
Deputy Commanding General of ISAF Regional Command East(RC-E) Phillip Bridie,
Senior Civilian Representative Karen Decker,
Korean Ambassador to Afghanistan Cha Young-chul,
and our proud members of the Korean Provincial Reconstruction Team(PRT) and Ashena Unit,

Today, it is an extraordinarily meaningful day to both peoples of Korea and Afghanistan. The government of the Republic of Korea took its first meaningful step by establishing a hospital and a vocational training center in Bagram Airfield in 2008, which was intended to plant budding hope in Afghanistan, a country torn by war.

In 2010, in accordance with the noble commitment of the international community to reconstruct Afghanistan, the Republic of Korea commenced its PRT activities in the Parwan province by building a Charikar base and successfully handed it over to the government of Afghanistan in 2012.

Since then, we have successfully operated the hospital and the vocational training center in the Bagram Airfield and carried out other projects. Ashena Unit, dispatched to the region with the approval of the national assembly of the Republic of Korea as part of such supportive PRT activities, has protected the lives and the safety of our agents with their blood and sweat.

As a representative of the Republic of Korea, I am overwhelmed to be standing here at this very moment when the Korean PRT finishes its successful activities and Ashena Unit is withdrawn after perfectly completing its mission.

All this was possible due to the noble sacrifice of Staff Sergeant Yoon Jang-ho, a member of the Dong-ui/Dasan Unit. Once again, I would like to take this opportunity to express my deepest respect to him and sincere condolences to his family.

The government of the Republic of Korea has injected a total of 2,500 personnel including 2,000 soldiers for the reconstruction of Afghanistan over the past four years, starting in 2010. Such foreign aid given to a single country is special in the history of Korea. It was never easy for us to make such decision as a middle power country. Nevertheless, the Korean government was very confident that this was a right decision and, today, this has been proven once again.

Unlike other countries’ reconstruction activities, mainly led by the military, the private-sector-led Korean PRT, has been focusing on sharing our development experience with the people of Afghanistan in the fields of health, education, rural development and governance. In addition, in order to establish a stable security environment laying the foundation of national reconstruction, the Korean PRT ran a police training center in Charikar and trained a total of 355 soldiers, thus contributing to capacity-building of Afghanistan National Security Forces(ANSF).

The Korean PRT’s construction projects outside the base have contributed to the improvement in the social infrastructure of Afghanistan. The vocational training centers and the education and culture center have helped the Afghan people secure their foundation of independence for sustainable livelihood. The Korean Hospital in the Bagram Airfield, visited by more than 250 local residents per day, have provided medical treatments to a total of 150,000 Afghans over the past four years and have provided high-quality medical services to Afghan people with no access to basic medical services around them.

I believe that such efforts made by the Korean PRT has played a significant role in accomplishing economic and social developments of Afghanistan, including raising national income, increasing the school enrollment rate, enhancing access to basic medical facilities, upgrading social infrastructure, increasing participation of women in social activities and greater public security and safety; all of which were made possible by the collective efforts by the international community during the past decade.

Above all, I feel confident that the Korean PRT’s reconstruction projects have, through these accomplishments achieved together with the Afghan people, inspired a ‘can do’ spirit and hope in the minds of all Afghan people.

Having arrived today at Bagram and while looking around places where the Korean PRT personnel have worked so far, I could see their sweat and devotion in every corner of the building.

The Korean PRT personnel have made great efforts to not merely provide one-sided aid and instead bring about mutually supportive activities that can reach out to the Afghan people and heal their wounded hearts.

Moreover, I am greatly proud of our Ashena Unit, which has become a vivid example of the partnership between the Republic of Korea and our allies, as it successfully fulfilled its significant task of protecting its PRT members from the threats of hostility, and worked in great coordination with the United States Forces and International Security Assistance Forces. The Korean police have also been fully devoted to strengthening security and safety within the PRT compound.

However, it is not only these tangible achievements that touch me so deeply today. What has impressed me more than anything else is the genuine passion and enthusiasm of the Korean PRT personnel who have spared no efforts in sharing our development experience with the Afghan people and to help them move toward a brighter future. I applaud all of the Korean PRT personnel, especially for their hard work and dedication. All of you here are the embodiment of the true ‘Korean spirit’.

Distinguished guests, and ladies and gentlemen

These outstanding achievements of the Korean PRT would have not been possible without the utmost support of the Afghan government, ISAF and the United States government.

Governor Salangi, who is present here today, has provided unconditional administrative support from the Afghan government to make sure that the Korean PRT projects are effectively implemented in Charikar and Bagram.

The United States Forces and the Allied Forces in the Bagram Airfield have protected Korean PRT members from repeated threats of hostility, and Senior Civilian Representative Decker has not spared any effort to advise the Korean PRT in successfully implenting its reconstruction projects in Afghanistan.

On behalf of the Korean government, I would like to express my most profound gratitude for all the contribution made by the Afghan government, including the Parwan provincial government, ISAF and the United States for the successful operations of the Korean PRT.

I heard of a story of a 12-year-old girl with a beautiful smile, whose name was Fatimah. She visited the Korean Hospital in the Bagram Airfield last fall. Unfortunately, she would not been able to live for more than six months without proper treatment for a malignant tumor on her left leg. But now, due to the dedicated treatment and care of Korean PRT members, she is starting to recover.

Also, here with us is Faisal Safi, who entered the Korean Vocational Training Center in the opening year of 2010. Suffering from economic hardships, he could have given up his study at that time, but he did not. Instead, he overcame the difficulty and graduated the training center with honors, even becoming a superb instructor of the training center and now teaches other Afghan students.

We can see the seed of hope budding out in the Afghan soil, when looking at Fatimah's beautiful smile and Safi's steady progress in his study.

Just as Korea suffered from severe poverty in the ruins of the devastating Korean War, so did Afghanistan. Likewise, I do believe that Afghans will be able to shape a brighter future on their own, just as Koreans made the unprecedented development in economic growth, called the 'Miracle on the Han River,' by overcoming difficulties based on their zeal for education and capabilities.

As of today, the Korean PRT has successfully accomplished its expected goals, and its mission comes to an end. However, the Korean PRT's mission is not over. The Korean government will continue to make its efforts for the eternal stability and development as a responsible middle power contributing to international peace, and as a cooperative partner with allies --and ultimately-- as a true partner of Afghanistan. In this vein, the Korean Hospital and the Vocational Training Center will continue to be operated in the form of a bilateral cooperative project between Korea and Afghanistan, thus continuously contributing to the happiness and welfare of the Afghans by providing them with educational and medical services. The Korean government's contribution will continue.

Distinguished Guests,

Korea, Afghanistan, the United States, and other allies experienced valuable cooperation in the arena of the provincial reconstruction team activities, aiming toward the mutual goal of the reconstruction of Afghanistan. I am sure that such experience will provide a good opportunity for the nations to cooperate more closely in the world beyond Afghanistan in the future.

오쉬노부대 장병 여러분,

오늘 이 자리는 한국 국민과 아프간 국민 모두에게 있어 그 의미가 각별한 날입니다. 한국 정부는 오랜 전란에 지친 아프간 땅에 새로운 희망의 씨앗을 틔우기 위해, 2008년 이 곳 바그람 기지에 병원과 직훈원을 개설함으로써 그 의미 있는 첫걸음을 내딛었습니다.

그리고 국제사회의 아프간 재건 지원이라는 숭고한 사명에 적극 부응하기 위해 2010년도에 차리카 독자기지를 건설하여 파르완주 한국 지방재건팀(PRT) 활동을 본격 개시하였고, 2012년에는 차리카 기지를 아프간 정부에 성공리에 이양하였습니다.

이후 현재까지 바그람 기지 병원·직훈원 운영 및 여타 영외사업을 성공적으로 추진해왔습니다. 그 기간중 지방재건팀 활동을 지원하기 위해 오쉬노부대가 그 일원으로서 국회의 동의를 받아 파병되어 피와 땀을 흘러가며 우리 요원들의 생명과 안전을 지켜냈습니다.

이러한 과정을 거쳐 오늘 저는 대한민국 정부의 대표로서, 우리의 자랑스러운 PRT 활동을 마무리하고, 오쉬노부대가 완벽하게 임무를 마치고 철수하는 이 뜻깊은 자리에 벅찬 마음으로 서 있습니다.

우리가 이 자리에 있기까지는 PRT활동의 토대가 된 동의·다산부대의 일원이었던 故윤장호 하사의 고귀한 희생이 있었습니다. 이 기회를 빌어 다시 한번 고인의 희생에 경의를 표하며, 그 가족들에게도 심심한 위로의 말씀을 전합니다.

우리 정부는 그간 아프간 재건 지원을 위해 2010년부터 4년여에 걸쳐 2,000여명의 군병력을 포함한 총 2,500여명의 인력을 투입하였습니다. 이는 개별 국가에 대한 한국 정부의 대외원조사에 있어 특별한 의미를 갖는 대규모 종합 프로젝트였으며, 중견국가인 우리에게 있어서는 결코 쉽지 않은 결정이기도 하였습니다. 그러나 우리 정부는 우리의 이러한 결정이 올바른 것이었다는 것을 확신하며, 오늘 이를 다시 한번 확인하였습니다.

우리 PRT는 군이 중심이 되어 재건활동을 수행한 여타 국가들과는 달리, 민간 주도로 △의료보건 △교육 △농촌개발 △거버넌스 분야에서 우리의 개발경험을 아프간 주민들과 직접 공유하는 주민 친화적인 PRT 활동을 수행하는데 주력하여 왔습니다. 아울러, 국가 재건의 기초가 되는 치안환경의 안정적 조성을 위해 차리카 기지내 경찰훈련센터를 운영하여, 총 355명의 아프간 치안군을 훈련시켜 아프간 치안군의 역량 강화에 기여하기도 하였습니다.

우리 PRT의 영외 건설 사업은 아프간의 사회간접자본 개선에 기여하였고, 직업훈련원·교육문화센터는 아프간 국민들이 지속가능한 삶을 영위할 수 있는 자립기반을 구축하도록 지원하였습니다. 지난 4년간 15만명의 아프간 환자를 치료하고, 매일 250여명의 지역 주민들이 이용하고 있는 바그람 병원은 기초 의료 서비스를 제공받지 못하고 있는 아프간인들에게 우수한 보건 시설에의 접근을 가능하도록 하였습니다.

이러한 △우리 PRT의 활동은 지난 10년간 국제사회가 노력하여 일구어낸 △아프간 국민소득 증가, △학생 취학율 증가, △기초 보건시설에의 접근성 제고, △인프라 시설 확충, △여성의 사회활동 참여 증가, △치안 상황 개선 등 아프간의 경제․사회 발전 성과 달성에 큰 일익을 담당하였다고 확신합니다.

그리고 무엇보다도 저는 우리 PRT 재건활동이 아프간 국민들과 함께 일구어낸 성과를 통해 아프간 국민들의 마음속에 우리도 할 수 있다는 정신(can do spirit)과 희망을 고취하였다는 점에 큰 자부심을 갖고 있습니다.

저는 오늘 바그람에 도착하여 우리 요원들이 활동하고 있는 곳곳을 돌아보면서 건물 구석구석에 스며있는 우리 PRT 요원들의 땀과 헌신을 피부로 느꼈습니다.

우리 PRT 요원들은 일방통행적인 지원이 아니라, 아프간인들의 마음에 다가가고 상처를 보듬기 위한 쌍방향적인 활동이 될 수 있도록 노력하였습니다.

아울러, 우리의 자랑스러운 오쉬노부대 장병들은 우리 PRT를 적대세력으로부터 방호하는 중대한 임무를 성공적으로 완수하고, 미군 및 ISAF측과 긴밀히 공조함으로써, 한국과 동맹국 파트너쉽의 생생한 모범사례가 되었습니다. 우리 경찰 파견단도 우리 PRT 구역의 내부 안전 강화를 위해 혼신의 노력을 다했습니다.

그러나, 제가 오늘 이 자리에서 느끼는 감동은 단지 이러한 눈에 보이는 성과 때문만은 아닙니다. 아프간 국민들과 함께 더 나은 미래로 나아가기 위해 구슬 땀을 흘리고, 우리의 발전 경험을 나누려고 했던 우리 PRT 요원들의 순수한 열정과 마음이 저에게는 그 어떤 것보다도 큰 감동으로 다가옵니다. 이러한 우리 PRT 요원들의 노고와 헌신에 아낌없는 박수를 보냅니다. 여러분들이야 말로 한국 정신의 표상입니다.

내외귀빈 여러분,

이러한 우리의 성공적인 PRT의 성과는 아프간 정부와 ISAF, 그리고 미국 정부의 전폭적인 지원과 협조가 없었다면 결코 이루어낼 수 없었을 것입니다.

지금 이 자리에 계신 Salangi 주지사는 바그람과 차리카에서 우리 PRT 사업이 순조롭게 추진될 수 있도록 아프간 정부차원의 모든 행정적 지원을 아끼지 않았습니다.

바그람기지의 미군과 동맹군은 적대세력의 거듭된 위협 속에서도 우리 요원들이 안전하게 활동할 수 있도록 든든한 울타리를 마련하여 주었으며, Decker 고위민간대표는 우리의 아프간 지원 사업이 보다 성공적으로 추진될 수 있도록 조언을 아끼지 않았습니다.

저는 이 자리를 빌어 대한민국 정부를 대표하여 우리 PRT의 성공적 활동을 위해 기여해온 아프간 정부, Parwan주정부, ISAF와 미국측에 심심한 사의를 표하고자 합니다.

내외 귀빈 여러분,

저는 지난 2013년 가을 한국 병원을 찾아온 Fatimah라는 아름다운 미소를 가진 12세 소녀의 이야기를 들었습니다. 그 소녀는 불행히도 왼쪽 다리에 생긴 악성 종양으로 적절한 치료없이는 6개월 이상을 살기가 어려운 상황이었습니다. 그러나, 소녀의 항암치료를 위해 모금운동까지 벌인 우리 PRT 요원들의 헌신적인 치료와 보살핌으로 이제 Fatimah는 예전의 건강을 되찾아 가고 있습니다.

아울러, 지금 이 자리에 있는 Faisal Safi라는 학생은 2010년 우리 직업훈련원 개소 첫해에 입학한 아프간 학생이었습니다. 어려운 생활환경 때문에 학업을 중단할 수도 있었습니다만, Safi는 어려움을 이겨내고 우수한 성적으로 훈련원을 졸업하여 이제 자신이 공부하던 바로 이 곳에서 다른 수많은 아프간 후배들을 가르치는 훌륭한 교사가 되었습니다.

저는 Fatimah의 아름다운 미소 속에서, Safi의 굳건한 성장속에서 아프간 땅에 뿌려진 희망이라는 씨앗이 싹을 틔우고 있는 모습을 목격합니다.

한국도 아프간과 같이 전란으로 인한 황폐와 극심한 빈곤을 겪었습니다. 한국이 이러한 어려움을 극복하고 한강의 기적이라는 유례없는 발전을 일구어 낸 데는 높은 교육열과 훌륭한 인적자본이 그 바탕이 되었습니다. 저는 한국과 같이 높은 교육열과 훌륭한 인적자본을 보유한 아프간도 머지않아 아프간 국민들 스스로의 힘으로 아프간의 미래를 일구어나갈 수 있을 것으로 믿어 의심치 않습니다.

내외 귀빈 여러분,

오늘로써 한국 PRT는 당초의 사명을 성공적으로 완수하고, 그 임무를 종료하게 되었습니다. 그러나 우리의 사명은 이것으로 끝나지 않습니다. 한국 정부는 국제 평화에 기여하는 책임있는 중견 국가로서, 동맹국들과의 협력 파트너로서, 무엇보다도 아프간의 진정한 동반자로서, 아프간의 항구적 안정과 발전을 위해 그 노력을 다해 나갈 것입니다. 이러한 차원에서, 우리 병원과 직업훈련원은 PRT가 철수한 이후에도 한-아프간 협력사업 형태로 바그람기지에 계속 남아 아프간 환자를 치료하고, 학생들을 교육하여 아프간인들의 행복과 복지 증진에 기여하고자 합니다. 우리의 기여는 계속될 것입니다.

한국과 아프간, 미국과 동맹국들은 아프간이라는 공통의 장소에서, 아프간 재건이라는 공동의 목표를 달성하기 위해, PRT라는 무대에서 소중한 협력을 경험하였습니다. 이러한 경험은 한국과 아프간, 미국이 앞으로 세계라는 더 큰 무대에서 더욱 견고히 협력할 수 있는 소중한 자산이 될 것이라고 확신합니다.
