Members of the MENA Club,

Your Excellencies, Diplomatic Corps,

Distinguished Guests,

‘Ahlan wa Sahlan(아흘란 와 사흘란)'

We are now witnessing a much greater interest and demands of the Korean people on the Middle East. We once saw the Middle East just as 'Desert Sands,' but the Korean people now have a clear understanding of the region and take a much greater interest in it.

The Korean people now come to have a good knowledge of the situation in the Middle East. Also they share concern on the Middle East situations including the Gaza conflict, the situation in the West Bank and the rise of violent extremism in Iraq and Syria. They are demanding that our Government play an active part in addressing such issues. They have even engaged themselves in the provision of assistance to Syrian refugees who suffered from the four-year civil war.

The young generation now have more contact with the Middle East. One out of every five high school students in Korea select 'Arabic' as a second foreign language. There are a total of over 1,000 students from the Middle East including 600 students from Saudi Arabia. These are all real changes which were never anticipated.

Witnessing these changes, we felt the need to establish a valuable channel to respond to the interest among the Korean people and meet their needs; help them to gain a true understanding of the Middle East; provide them with further opportunities to experience and understand Middle East culture; and facilitate exchanges among peoples. So it is that we came up with the idea of launching the 'MENA Club' as a small but meaningful start.

As you are all aware, MENA is an acronym for the Middle East and North Africa, implying the wider Middle East. The MENA Club brings together experts with an interest and expertise in the MENA region who are ready and willing to contribute to fostering a deeper mutual understanding between Korea and the Middle East.

If you would allow me I would like to introduce the members of the Club here tonight. It would be appreciated if the members called could kindly stand up for a second.

▲ We have here with us Mr. Kim Seung Doo(김승두) from the Yonhap(연합) News Agency, who was in Jordan and reported on the news in Palestine under very harsh conditions,

▲ and a manager of Arabic team at the Yonhap News Agency, Ms. Park In-sook(박인숙), who used to live in Sudan and served as a translator for the Zaitun(자이툰) Unit in Iraq.

▲ I would like to introduce Mr. Roh Suk-jo(노석조) from the Chosun Ilbo(조선일보) news agency, who has a career as a Middle East reporter.

▲ Next, KBS producer Mr. Shin Ho-gyun(신호균), who directed the widely known "World Today," and Chief Bae Jung-ok(배정옥) from the KBS International Broadcasting Arabic team are here.

▲ Let me introduce Professor Eum Ik-ran(엄익란), who has exerted sincere efforts to foster a proper understanding of cultures in the Middle East, such as Halal(할랄) food, among Koreans.

▲ We have here Deputy President of the Korea Society of Islamic Law Ms. Jung Young-joo(정영주), a lawyer who has a deep interest in Islamic Law and is pursuing in earnest expert research in this field.

▲ Professor Lee In Seop(이인섭) is teaching Korea-Arabic translation at the Graduate School of Interpretation and Translation at the Hankuk University of Foreign Studies.

▲ Here, Professor Choi Chang-Mo(최창모), Director of the Centre for Middle East Studies in Konkuk(건국) Univeristy who is an expert on Israel-Palestine issues.

▲ Professor Hong Mijoung(홍미정) of Dankuk(단국) University has great expertise in Saudi Arabia and its royal family.

▲ Ms. KIM Joohee(김주희), with experience of KOICA volunteers in both Morocco and Jordan, are now running 'Casa Jamila(까사 자밀라)' and introducing the culture of the Middle East into Korea.

These are the Club members we have the pleasure to recognize here today.

There are more members who could not join tonight. Koo Jung-eun(구정은), a journalist at the Kyunghyang Sinmun(경향신문), Professor Park Jae-won(박재원) and Professor Lee Nana(이난아) of Hankuk(한국) University of Foreign Studies, Professor Ahn Jung-kook(안정국) of Myongji(명지) University, Yoon Chang-hyun(윤창현) of SBS, Dr. Joo Won-jun(주원준) of Sogang(서강) Univeristy, Senior Researcher Hwang Joo-sung(황주성) of SK Research Institute, Director Kim Dae-woong(김대웅) of the Korea-Arab Society have expressed their interest in joining the club. I would like to express my deep gratitude for all your participation.

Ladies and Gentleman,

The Korean Government is pursuing the policy towards the Middle East of the "Comprehensive Partnership towards a New Horizon". It is our strong wish to expand our relations with the Middle East to encompass a whole spectrum of areas including the political, diplomatic, and cultural fields, based on the close economic cooperation between the two sides.

To expand and deepen our relations, and to achieve this policy direction, there is a need for sincere efforts. In particular, such efforts will prove fruitful only when our peoples seek to gain a true understanding of and respect for each other's cultures and traditions. I firmly believe that this will enable Middle Eastern countries to feel a deep sense of our sincerity towards them.

I very much hope that the MENA Club will fulfill this important role, and that the club will prove to be a "catalyst for mutual understanding". I also hope that the MENA Club will provide a venue for active communication and networking among Korean experts. In addition, I hope that it will also serve as an advisory group for the Ministry on Korea's policy towards the Middle East. It is my heartfelt hope that the Club will serve as a bridge connecting Korea and the Middle East.

Moreover, the MENA Club is not a closed one. All here can join the activities of the Club anytime. And those who would like to play a role can be members of the Club. This club is a kind of Sarang-bang(사랑방), or Diwaniya(디와니야), a place in which guests are always welcome, and which is open to all.

I would like to offer my sincere congratulations on the launch of the MENA Club. I look forward to these small efforts indeed proving of value in connecting the 'Silk Road' in the hearts of the people of Korea and the Middle East.

MENA 클럽 위원 여러분,

주한 대사님들을 포함한 외교단 여러분,

내외 귀빈 여러분,

'아흘란 와 사흘란(Ahlan wa sahlan)'

지금 우리는 중동 문제에 있어서 우리 국민들의 달라진 관심과 요구를 목도하고 있습니다. 한때 “열사의 사막”으로만 인식하고 있던 중동을 이제 우리 국민들은 다양하고도 생생하게 바라보고 있습니다.

우리 국민들은 중동에 대해 자세히 알고 있을 뿐 아니라 가자사태, 서안지구 상황 및 이라크, 시리아의 폭력적 극단주의 발호를 깊이 우려하고 있습니다. 우리국민들은 중동문제의 해결에 우리 정부가 적극적으로 대처하기를 요구하고 있으며, 4년간의 내전으로 고통받는 시리아 난민을 도우기 위해 직접 나서고 있기도 합니다.

젊은 세대들은 더욱 적극적으로 중동과 소통하고 있습니다. 우리의 고등학생 5명중 한명은 제2외국어로 아랍어를 선택하고 있습니다. 사우디 유학생 600명을 비롯하여 중동국가에서 우리나라에 온 유학생이 1,000여명에 이르렀습니다. 예전에는 생각할 수 없었던 큰 변화들입니다.

우리는 이와 같은 변화를 목도하면서 전문가 그룹 네트워크의 도움이 필요하다고 느끼게 되었습니다.

즉, 국민들의 관심과 의문에 응답하고, 중동 지역에 대한 바른 이해를 하도록 도와주며, 중동의 문화를 경험하고 느끼고, 중동관련 인사들과 직접적으로 교류하게끔 정부가 발판을 놓을 필요를 느꼈습니다. 그래서 작지만 의미있는 시작으로「MENA 클럽」의 창설을 생각하게 되었습니다.

다들 아시지만, MENA는 Middle East and North Africa로서 광의의 중동을 지칭하는 용어입니다. MENA Club은 MENA 지역에 대한 전문적인 식견과 애정을 가지고 계신 분들로서, 한국과 중동간 상호이해에 기여할 의지가 있는 분들로 구성되었습니다.

오늘 참석하신 위원님들을 소개드리겠습니다. 호명되시면 잠시 일어나 주시면 감사하겠습니다.

▲ 요르단에서 연수를 하셨고, 어려움을 겪으면서도 팔레스타인 취재를 하셨던 김승두 연합뉴스 위원님과, 수단에서 거주하셨고, 이라크 자이툰 부대 통역관을 역임하신 아랍어 전문가 박인숙 연합뉴스 아랍어 팀장님,

▲ 이집트에서 공부하고, 조선일보에서 중동 전문 기자로서 입지를 굳히시고 있는 노석조 기자님,

▲ KBS ‘세계는 지금’을 통해 휴먼다큐멘터리를 제작해 오신 신호균 프로듀서님과 KBS 국제방송 아랍어 팀을 이끌고 계신 배정옥 팀장님,

▲ 할랄 음식 등 중동지역에서 꼭 이해가 필요한 문화를 널리 알리시기 위해 노력하시는 엄익란 교수님,

오늘은 못오셨지만, 그외에도 구정은 경향신문 국제부 기자님, 박재원 한국외대 교수님, 안정국 명지대 교수님, 윤창현 SBS 문화부 차장님, 이난아 한국외대 터키과 교수님, 주원준 서강대 종교학과 연구원님, 황주성 SK 경영경제연구소 수석연구원님, 김대웅 한-아랍 소사이어티 과장님께서도 참여해주시기로 하였습니다. 이처럼 많은 분들이 「MENA 클럽」에 참여의사를 보여주신데 대해 깊은 감사의 말씀을 드립니다.

귀빈 여러분,

우리 정부는 “새로운 지평을 향한 포괄적 파트너십 구축”을 대중동 정책 방향으로 정하고 이를 실천하기 위해 노력해오고 있습니다. 이는 과거 중동과의 긴밀한 경제분야 협력을 정치, 외교, 문화 등 다방면으로 확대해 나가겠다는 강한 의지의 표명입니다.

이러한 정책 방향을 달성하고, 양측 관계를 심화, 확대하기 위해서는 진심이 담긴 노력이 필요합니다. 특히, 양측 국민들이 서로의 문화와 정서를 이해하고 존중하는 상호이해의 노력이 있어야만 이러한 정책이 결실을 맺으리라 봅니다. 또한 중동국가들이 우리의 진정성을 느낄 것이라 봅니다.

이러한 역할을 「MENA 클럽」이 해주기를 바라며, 「MENA 클럽」이 “한국과 중동간 상호이해의 촉매제”가 되기를 바랍니다. 「MENA 클럽」이 우리나라의 중동 전문가들의 활기찬 대화와 활동의 장이 되기를 또한 기대합니다. 그리고 정부의 중동관련 정책에 고견을 제공하는 자문단이 되기를 바랍니다. 중동과 한국의 잊는 가교가 되어주시기를 바랍니다.

그리고 MENA 클럽은 닫힌 모임이 아닙니다. 오늘 모인 우리 모두가 클럽의 회원이며, 더욱 적극적 역할을 하시고자 하는 분은 위원으로 활동하실 수 있습니다. 중동을 사랑하시는 모든 분들에게 열려있는 사랑방과 ‘디와니야’와 같은 모임입니다.

다시 한번 MENA 클럽의 발족을 축하드리며, 이러한 작은 노력과 시도가 한국과 중동 사이에 마음의 실크로드를 이어주게 되기를 바랍니다.
